About Dr. Kendra Carroll
I’m Dr. Kendra Carroll — a criminal justice researcher, policy analyst, and storyteller who believes that justice systems can be both accountable and deeply human.
I’ve spent my career helping states rethink what safety, support, and reentry can look like. At the CSG Justice Center, I contributed to national initiatives like Overlooked and the National Guidelines for Post-Conviction Risk and Needs Assessment, translating research into practical tools that make a real difference for people navigating probation, parole, and reentry.
My doctoral research focuses on how trauma and Adverse Childhood Experiences shape responsivity during reentry. This work taught me that behind every “risk factor” is a real human being. Someone shaped by pain, resilience, environment, and possibility. I bring that lens into every project I take on.
I’m also a former Division I athlete, an LGBTQIA+ advocate, and someone shaped by growing up in rural Kentucky. These experiences taught me to value courage, persistence, and authenticity, qualities I bring into my consulting, facilitation, and writing.
Today, I help agencies, nonprofits, and organizations build systems that work better for the people they serve. I’m here to support thoughtful, research-aligned change that moves us closer to compassion, equity, and dignity for all.
